SDH and PDH torelable Rx Level

well looks like i'm in related technique about MW radio, i had many experience regarding to link budget, though lot of formula can calculate this, well is there whether exact and simple formula to calculate this?
Second one, i had face SDH and PDH transmission here, and there is something interesting about Rx level, one day i found bad link quality, it stated -75 dB both ends but link still up, and in other case i found link with -52 dB both ends and this link quietly often to flicks, i wonder is there any formula to calculate acceptable/tolerable Rx level, i guess back to link budget again..
